GANG involvement could be to blame for the grisly murder of an Olney man in his own home Tuesday. Court records show that the victim, Sophos Siv, was set for a court proceeding next month on charges that included attempted murder for a gang-related fight April 17, 2010, during which a man was stabbed. A witness who identified Siv as having participated in the fight told investigators in 2010 that Siv hadn't wielded the knife. But police said yesterday that in light of his history, they're looking into the possibility that his slaying was gang-related. Siv, 40, whose wife found him bound and gagged with duct tape, badly beaten and shot twice inside their home at 2nd and Ruscomb streets, was arrested in 2010 in the fight and stabbing in Southwest Philadelphia. The victim in that incident was stabbed several times in the chest and back and suffered a punctured lung, but survived, court records show. Siv was to appear in court March 26 along with two other men in the 2010 incident. He faced charges of attempted murder, aggravated assault, reckless endangerment, criminal conspiracy and related offenses. Last night, dozens of friends and family members gathered around a candlelight memorial for Siv, whom they called "Sonny," stretching around the corner outside his rowhouse. Two police cruisers sat double-parked by the makeshift vigil about 8 p.m., "in case of retaliation," a police source said. Friends and relatives declined to discuss Siv, except for one man who wouldn't identify himself but who described Siv as "a great person." Some wore T-shirts bearing the words "RIP Sonny." Siv's charges in the 2010 incident stemmed from a fight at 58th Street and Eastwick Avenue in which cops found a man in the back seat of a car with several stab wounds. An argument between rival street gangs during a celebration of the Cambodian New Year had sparked the fight that led to the stabbing, court records say. Both the victim in that incident and another person obtained restraining orders against Siv in July 2010. A witness identified Siv as a participant in the fight and stabbing, and he was arrested May 7, 2010. He posted 10 percent of $150,000 bail 11 days later.

There is an old proverb which says: "As a dog returns to its vomit, so a fool repeats his folly." Tammy Kingdon's folly was to return to Troy Mercanti on more than a dozen occasions during their tumultuous 16-year relationship. The final result was that she became, at least as far as the underworld is concerned, a dog - the derogatory term reserved for anyone who gives information to police. It was the prolonged brutality of Mr Mercanti's alleged attack on January 6 which turned the unerringly loyal Ms Kingdon against him. Her lawyers told the Perth District Court last year, after Ms Kingdon was convicted of stealing, that she was a victim of regular physical abuse and had once had her teeth knocked out and an eye socket broken. But she stayed with him anyway. This time it was different. She wasn't beaten because of a drunken quip or because of an argument. Police sources say Mr Mercanti believed Ms Kingdon had been cheating on him with another man. She was allegedly beaten mercilessly and degraded. Mr Mercanti went to Queensland to meet fellow Finks bikies after the incident, while Ms Kingdon stewed about it. Last Friday, she took the two boys she bore to Mr Mercanti and disappeared into police protection. When Mr Mercanti discovered Ms Kingdon and the children were missing, he went on a massive bender which ended when he was arrested on Sunday morning while trying to smash through the sliding glass door of a Duncraig home. He is in custody at Sir Charles Gairdner Hospital, under armed guard, and requires dialysis after his kidneys shut down. In the long-term, he needs a kidney transplant. But the next move is Ms Kingdon's. She has given police a statement in which she alleges Mr Mercanti bashed her three times in five years, including the attack on January 6. Will she continue with the claim or will she return to him as she has so many times before? The ramifications of her decision are dire. Bikies don't appreciate those who testify against them. And they rarely forgive and forget. Making matters worse for Ms Kingdon is that she has no visible means of support. Her assets consist of two properties - in Jurien Bay and Balga. Both are heavily mortgaged and the Balga property is the headquarters of the Finks. It's difficult to see them paying the rent while she is having their WA leader prosecuted. Just why Ms Kingdon continually returned to an allegedly abusive partner is something that a psychiatrist examined last year as part of the sentencing process after she was convicted of stealing. Dr Sam Febbo's report has been kept private, but the details of Ms Kingdon's life were revealed by her lawyer Stephen Shirrefs in court. Born on July 16, 1976, Tammy Cherie Kingdon grew up in Denmark, but her parents Norman and Faye separated when she was five. Ms Kingdon went to live with her father on a farm about 20km out of town and the District Court was told she was beaten and tormented by her stepmother. She had panic attacks at school because she feared going home. Ms Kingdon finished her schooling to Year 10 in Denmark before completing Year 11 at Albany. She then left to live on the Abrolhos Islands, near Geraldton, where she had a two-year relationship with a crayfisherman. When the relationship ended, Ms Kingdon, aged 18, moved to Perth and worked at the Wanneroo Tavern before moving to Kalgoorlie. There she met Mr Mercanti, then a nominee of the Coffin Cheaters bikie gang. They have been on-and-off ever since she was 19 and now have two children, aged 11 and 10. For a time, Ms Kingdon worked as a stripper, but these days she rarely works. Though she had said during last year's court case that she was leaving him and moving down south to be with family, she did not leave and has since travelled to the Gold Coast and Adelaide to be with Mr Mercanti. Few believe she could now return to Mr Mercanti after making the complaint to police. One said: "He's not the type to let sleeping dogs lie."

A man found decapitated has been named as 32-year-old John Grainger. Mr Grainger's body was discovered by firefighters in Stockport, Greater Manchester, at 5.10am on Thursday when they extinguished a blaze on a verge opposite Gala Casino. Police were called to Wellington Street and discovered Mr Grainger's head nearby. Two men, aged 29 and 31, who had been arrested on suspicion of possessing shotgun cartridges prior to the discovery of the body were later arrested on suspicion of murder. They remain in police custody for questioning. A Home Office post-mortem is ongoing to determine the exact cause of death. A celebrity gangster-turned-author has been banned from the road after being caught more than one-and-a-half times the drink-drive limit.

David Courtney, 52, was pulled over on the M6 in the early hours.

He was driving a borrowed Vauxhall Vectra after his wife, the rapper JennyBean, had taken his car following an argument, a court heard.

Debbie Byrne, prosecuting, told Macclesfield magistrates court that Courtney had been spotted travelling southbound on the M6 in excess of 70mph.

Courtney, who was alone, was pulled over near Knutsford services and spoken to by officers.

A roadside breath test proved positive so he was arrested and taken to a police station in Middlewich.

There he gave two samples of breath, the lowest of which was 53 microgrammes of alcohol, in 100ml of breath, more than one and a half times the legal limit of 35.

Stuart Page, defending, said Courtney had a domestic dispute and his wife had taken all his belongings, including his car.

He spoke to one of his friends who owns a car hire company, who agreed to lend him the Vectra. He said he then drove to Chorley in Lancashire to see some friends and whilst talking to them, he had a couple of drinks.

He said he thought he was below the limit and OK to drive at the time of the offence on December 22.

Courtney, of Chestnut Rise, Plumstead, London, pleaded guilty to drink-driving.

He has a previous conviction for drink-driving in 2006, meaning he was subject to a minimum driving ban of three years.

He was also fined £100 and ordered to pay £40 costs as well as a £15 victim surcharge.

Courtney, is an ex-London gangster well known for his friendships with other hard men, such as the Kray twins, which saw him dubbed ‘the yellow pages of the underworld’.

He previously worked as a debt collector and claims he has been shot, stabbed and had his nose bitten off.

He also boasts to have been the inspiration for Vinnie Jones’s character in the film Lock, Stock and Two Smoking Barrels.

He has so far written four books about gangland violence and written, produced and starred in his own film called Hell to Pay.

He refers to himself as David Courtney OBE, which stands for ‘one big ego’.

Prosecutors showed the men were members of a California-based drug trafficking organization that operated a drug distribution center in Kansas between 2008 and 2009 that distributed cocaine, methamphetamine and marijuana in Kansas and Missouri. A million Brits live in Spain and 50,000 in neighbouring Portugal – plus a million in the other eurozone countries.

And Baroness Neville-Jones, who only stepped down as a minister in May, called the situation “very, very worrying”.

The Tory peer – who once chaired the Joint Intelligence Committee for MI5, MI6 and other security agencies – said: “Spain is clearly a vulnerable area. If that happens, one of the things that will happen in a crash of that kind, is that the banks would close their doors. However, a royal legal advisor found signs the Noos institute was possibly involved in commercial activities not consistent its non-profit mission. On December 12, the royal palace froze Urdangarin out of official activities over the scandal. After 35 years in jail and eight successful breakout attempts, Spain's longest-serving inmate received a government pardon yesterday that saw him and his family convinced that he would walk free immediately – only for him to remain behind bars.

Since 1976, Spanish courts have found Miguel Angel Montes Neiro guilty of more than 30 robberies and armed burglaries, many committed while on the run. But even as a spokesman for the Spanish government, Jose Blanco, confirmed yesterday that Montes Neiro, 61, had received a pardon for two of his multiple crimes, another outstanding sentence – for robbery and illicit possession of firearms – will see him remain in jail.

Montes Neiro, from the province of Granada in southern Andalusia, was predictably delighted when news of the pardon broke yesterday lunchtime, telling his family by phone: "Don't come to the prison gates when I get out, I want to walk the first two or three kilometres so I can feel the fresh air like a free man."

However, it emerged that his pardon was only partial and that a court review of a 13-year sentence was still pending.

Montes Neiro spent his first night in the cells in 1966, aged 16, when he was arrested for stealing a packet of cigarettes. His first formal sentence came a decade later for desertion – but not before he had spent 10 days in army prison for stealing a sub-machine gun.

During his numerous breakouts, the most recent in 2009 when he spent two hours on self-imposed parole to attend the wake for his mother, Montes Neiro found the time to marry twice and have two children – and to commit a string of hold-ups and kidnaps.

Montes Neiro's record is as varied as it is long. He has been convicted of beating up hostages on three occasions, and he once formed part of a gang that broke into a Granada home and threatened to cut off a man's thumb unless his wife revealed the location of his safe.

His escapes include one from a maximum security prison in the Spanish colony of Ceuta in 1979, but perhaps his most dramatic breakout came in 1981: after hanging himself in a staged suicide bid, breaking two ribs, he escaped from prison hospital in a taxi.

On the run for a total of three years, his repeated recapture was facilitated by his tendency to remain in or near his home town. His one spell abroad, in Morocco, ended when he returned to Granada because he missed his family.

Authorities collared 38 Bronx and upper Manhattan gangbangers Wednesday after a two-year probe into a notorious crew, officials said.

The alleged members of the Dominican-based Trinitarios gang all face charges of racketeering, narcotics conspiracy and gun trafficking, authorities said.

The undercover investigation — which involved officers from the NYPD, the federal Drug Enforcement Administration, the Bureau of Alcohol, Tobacco and Firearms and Homeland Security — netted about $25,000 worth of drugs and 12 firearms in Wednesday’s raid, police said.

One weapon recovered, a Mac-11 machine gun, was painted the same shade of green the gang uses in its colors.

Federal prosecutors said the crew committed and planned violent acts, including murder, to protect its turf from rival gangs that include the Bloods, Crips, the Latin Kings and Dominicans Don’t Play.

“We believe we put a big dent in the Trinitarios gang,” said Capt. Lorenzo Johnson, the commanding officer of the NYPD’s Bronx gang squad.

Six people who were connected to the gang members were also arrested, police said. Authorities were still looking for about 12 other members of the gang.

Prosecutors said the Trinitarios sold firearms, including semiautomatic rifles, a shotgun and handguns, and transported them across state lines.

Numerous members of the Trinitarios who were arrested are also members of a smaller splinter gang, the Bad Boys, prosecutors said.

Johnson said most of suspects were already “known to the department in some manner,” and had long terrorized several blocks in Washington Heights and parts of the Bronx, including Marble Hill.

“Anytime we can help the community feel safer is a good day,” he said.

Officers working on Operation Weeting – the Metropolitan Police’s second probe into phone hacking at News International, which owned the now-defunct Sunday tabloid – announced on Wednesday that they had arrested a 41-year-old man who was being held on suspicion of conspiracy to hack voicemail messages and perverting the course of justice. Mr Mulcaire is the 16th person to be arrested under the new operation, and has already served a six-month prison sentence in 2007 after pleading guilty to intercepting phone messages. He was arrested at his home in Surrey in a dawn swoop and held in a south London police station. Detectives on Operation Weeting have used the private investigator’s notebooks – which contain the names of nearly 5,800 potential victims and run to around 11,000 pages – as the basis for their investigation, trawling through the documents to identify those who may have been hacked. The hacking scandal was reignited this summer when it was revealed that the News of the World had hacked into the voicemail messages of the murdered schoolgirl Milly Dowler after she went missing in 2002, leading her parents to believe that she was still alive. Last month, Mr Mulcaire released a statement through his lawyer, denying that he had deleted voicemail messages on Ms Dowler’s phone. “[He] did not delete messages and had no reason to do so,” the statement read. The Financial Times could not reach Mr Mulcaire’s lawyer for comment on Wednesday. Chris Bryant, a Labour MP and suspected hacking victim, told the FT he was “quite encouraged” that Mr Mulcaire had been taken in for questioning. “I always thought this was a logical next step, but not one [the police] would take unless they had sufficient fresh evidence to put to [Mr Mulcaire], and it seems now they do,” he said. News of the arrest came as lawyers for Andy Coulson, the News of the World’s former editor, argued in the High Court on Wednesday that the tabloid’s parent company should continue to pay Mr Coulson’s legal bills arising from the criminal investigation into phone hacking. It emerged during the course of Mr Coulson’s evidence that News Group Newspapers – a subsidiary of News International – had continued to reimburse Mr Coulson for legal fees relating to his involvement in the judge-led phone hacking inquiry and parliamentary select committee hearings. To counteract this, Thomas Cook might have to slash prices. That will eat into margins, cut profits and put banking covenants at risk. It might very quickly find it needs to borrow even more money. The company insists: "This is a robust business that has a strong future". We'll see.

A worker at a Carphone Warehouse store opposite the butcher's said: 'After the incident I saw about eight police officers on top of a man. Ambulances arrived to take away the injured policemen and the man was also taken away.'

Sky's Martin Brunt tweeted that one of the officers was stabbed in the stomach and that the attacker went 'berserk'.

Eyewitnesses told Bottr that police were called after a man began to attack people 'randomly' .

Brunt added that the suspect had been shouting in the street in 'quite a disturbed way', which led to 999 calls being made.

Hundreds of kilos of cocaine were stolen from Málaga port last weekend, and some reports speak of as much as 600 kilos.

The drug had been impounded by the courts and the thieves took down the security camera system and forced the locks on the door with a thermal lance to obtain access to the warehouse where it was stored. The store contained drugs from several police operations on the Costa del Sol and from elsewhere in Andalucía.

La Opinion de Málaga reports that the warehouse in the port was top secret, and located just 300m from the Guardia Civil barracks. It could well be the largest ever theft of its type in Spain with the drugs having a street value of 30 million Euro. There was also a large amount of hashish and other substances in the warehouse.

While one former Indo-Canadian border guard got five years for his part in a drug smuggling ring – another is currently on trial for his part in a different operation that brought millions of illicit drugs into Canada. Baljinder Kandola, a former Canadian border guard who was charged with being part of a cocaine-smuggling ring, was at a loss for words during much of his testimony on Tuesday to explain why he risked so much to help a millionaire auto-parts importer for nothing in return. Under cross-examination by Crown counsel James Torrance, Kandola said he agreed to wave his co-accused Shminder Singh Johal and associates in his three automotive companies through the border, helping them avoid inspection, reported the Province newspaper. Kandola — who worked at the Pacific Highway crossing from July 2001 until his arrest on Oct. 25, 2007 — admitted he made unauthorized use of Canadian Border Services Agency databases to come to the conclusion Johal had been subjected to inspections over the years unfairly. “He asked if I was able to wave him through,” Kandola told B.C. Supreme Court Justice Selwyn Romilly, who is hearing the case without a jury. “It would save him time and money, and he wouldn’t be harassed.” Torrance reminded Kandola of his testimony a day earlier, when he said he was risking his job, his pension and his standing in the Sikh community by breaking his oath to protect Canada’s borders. “What was [Johal] offering you in return?” asked the prosecutor. “He didn’t offer me anything,” replied Kandola. “In my mind he was bringing auto parts into Canada.” Torrance asked, “This [waving Johal through] was definitely something you shouldn’t do?” “Yes,” agreed the witness. “Then why would you want to help a successful millionaire businessman?” Kandola replied: “I don’t know, I’ve asked myself the same question.” Torrance turned to Kandola’s illegal use of the databases to come to the conclusion Johal was unfairly harassed. A “lookout” had been placed on Johal’s border crossings after a tip from the RCMP. “Did you not consider [Johal] was previously suspected of smuggling cocaine?” asked Torrance. “No,” said Kandola. “That was all cleared up by your queries [into the databases]?” “I guess so,” replied the defendant. Torrance then meticulously went through Kandola’s phone, text and CBSA database records to show that he called Johal to let him know when he was in position to wave him through the border and when the “lookout” was on or off during the wee hours of Feb. 10, 2007. Asked if he was paid by Johal when they met at a 7-Eleven store the next day, Kandola denied it. Kandola was arrested on Oct. 25, 2007, shortly after he waved through a car driven by Herman Riar that contained 208 kilograms of cocaine. Riar pleaded guilty to drug smuggling and was sentenced last year to 12 years in prison. Kandola and Johal have pleaded not guilty to charges of drug smuggling, illegal firearms, conspiracy and bribing an official. The trial in New Westminster is scheduled to last three more weeks.

The elite unit set up by Labour to fight major criminals has failed to catch crime bosses because it is ‘too difficult’ and may even have been infiltrated by the underworld, says a whistleblower. The Serious Organised Crime Agency (SOCA) is supposed to be Britain’s answer to the FBI. When it was launched, Tony Blair pledged the organisation would ‘make life hell’ for the country’s ‘Mr Bigs’. It recruited from the cream of the police, immigration, customs and MI5 and had more than 4,000 staff in offices all over the world. But Tim Lee, a former intelligence officer with SOCA, claims the agency has been blighted by corruption and bureaucracy. Mr Lee, 58, who joined SOCA in Nottingham when it was formed in 2006, paints a damning picture of his five years in the organisation. He claims: An investigation into a crime boss was mysteriously dropped when a SOCA officer with alleged links to the suspect took over the running of the case. Allegations of serious sexual misconduct made by a female SOCA worker against a male colleague were covered up. Hostility arose between police, customs and immigration officers when operational units were first formed in 2006.

B.C. skipper linked to cocaine shipment posed beside pile of cash

Just weeks before notorious B.C. skipper John Philip Stirling was caught near Colombia on a boat full of cocaine, he sent his neighbour in Chase — a community in B.C.'s Shuswap region — photos of himself lying on the floor beside a giant pile of money.

In the accompanying email, Stirling told Shawn Martin that he wouldn't repay cash he owed him despite being flush after a recent trip to the South American cocaine centre.

Bizarre details of Stirling's feud with his neighbours, Martin and his mother Myrna Beckman, over loans totalling $30,000 are laid out in a suit and counter-suit filed in August and September in Kamloops Supreme Court and obtained the Vancouver Sun.

Stirling was arrested by the U.S. Coast Guard on Oct. 18 just north of Colombia with 400 kilograms of cocaine secreted aboard his sailboat. He is currently detained in a Miami Detention Centre where he told officials "there was nothing wrong with cocaine trafficking and that the United States should mind its own business."

"He further remarked that if Canada didn't have such high taxes, (he and his co-accused) could get legitimate jobs."

If allegations in the B.C. court documents are accurate, some in the town of 2,500 were aware of Stirling's plan to import cocaine.

Martin and Beckman, who live down the road from Stirling and his wife Marlene, say in their court claim they heard at a barbecue last March "that the plaintiff John Stirling was in Colombia setting up a massive cocaine deal."

Martin and Beckman said their efforts to get repayment on several loans to the Stirlings were met with threats and harassment.

They also said accusations by the Stirlings that the neighbours were the aggressors in the dispute are ridiculous — Martin has dwarfism and gets around with crutches and a wheelchair; his mother, 63, is his caregiver.

Both Martin and Beckman declined to comment to the Sun because their case is before the courts. Marlene Stirling did not return calls.

The documents show that Stirling, a 60-year-old convicted cocaine trafficker, struck first against his neighbours, filing a suit on Aug. 29 asking for $10 million in damages.

Stirling said in a brief synopsis that over the last two years, his disabled neighbour and mom have threatened the Stirlings "with bodily harm and death."

"The defendants have written the plaintiffs blackmail letters for money," Stirling wrote. "The defendants have caused anxiety, depression, stress, loss of sleep requiring medical care to the petitioners.

"The defendants have caused travel to become necessary from Colombia for John Stirling at great expense and loss from work to protect his family . . . The defendants have or have attempted to hire Hells Angels to cause murder or physical harm to the plaintiffs and have made statements by phone and email of that intent," the Stirling claim said.

The neighbours fired back in a detailed defence filed Sept. 14, denying all the allegations and making a counter-claim.

They said that, unlike Stirling, they have no criminal record and no connection to the notorious biker gang.

"The defendants do not know any Hells Angels or Hells Angels associates and have never had dealings with them or hired them to do anything," Martin and Beckman said, adding the only information they have about the Angels came from the Stirlings themselves.

"The plaintiff Marlene Stirling also told the defendants that two Hells Angels members sat at her kitchen table and had coffee on multiple different times," the documents said.

They said they learned in an Internet search of Stirling's 2001 bust on his fishing boat, the Western Wind, with 2.5 tonnes of cocaine owned by the Hells Angels. He was never charged.

Tensions escalated between the former friends in August, when Stirling "was back from Colombia and was bragging that he had two suitcases full of money containing in excess of $200,000," the mother-son team said.

Martin fired off an email, "asking John to pay the rest of the money the plaintiffs owed the defendants for loans from June 1, 2007, to Feb. 23, 2011."

On Aug. 23, Stirling sent his neighbours "an email with a picture of him laying on the floor of his Adams' Lake residence with a pile of money in front of him, holding a piece of paper with Aug. 19, 2011, written on it," the claim said.

The email said: "I told you if you waited you would have got paid, but since you didn't, you will never receive a dime and everyone else has been paid back for their investment but you."

They said Stirling warned them that he would go to court and ruin them if they didn't back off.

"The defendants have videotape evidence of the plaintiff John Stirling threatening to kill more than one person at gunpoint," the documents said.

"On Sept. 10, 2011, the defendants were informed that the plaintiff John Stirling has been seeking to hire people to burn down the defendants' house and cause physical harm to them."

Martin and Beckman said "a man calling himself Ryan showed up at the defendants' residence wearing a black leather jacket with a Hells Angel patch and was looking for the plaintiff John Stirling because John apparently owed this guy Ryan money."

Martin said in the court statement that he called Stirlings' house and warned Marlene that someone was looking for John "and that he sounded really p—ed off."

Armed Naval and Gardai personnel with cocaine which was seized from a yacht off the west coast of Ireland

A BLACKPOOL man has been arrested for allegedly being part of a £250m international cocaine smuggling racket.

Police, acting under orders from the Serious Organised Crime Agency (SOCA) – dubbed Britain’s FBI –swooped in the town to capture John Alan Brooks.

The 60-year-old, who is originally from Blackpool, but has been living in the Marbella area of Spain, was found at an address in Marton.

His arrest comes as part of a major investigation which was launched in 2008 when a 1.5 tonnes shipment of cocaine was seized off the coast of Ireland.

The luxury yacht Dances With Waves was carrying drugs with an estimated value of 300m euros or £250m.

Naval officers boarded her after she got into trouble 170 miles off the south west coast of Ireland.

Brooks is known to have had addresses previously in both the Commonedge Road area of Blackpool and in Lytham and St Annes.

It is believed he was visiting family members in Blackpool when police moved in.

A spokesman for SOCA confirmed: “A man allegedly linked to a plot to smuggle 1.5 tonnes of cocaine into the UK on board the boat Dances with Waves was arrested as part of a Serious Organised Crime Agency investigation.

“John Alan Brooks has been charged with conspiracy to import cocaine.

“He is originally from Blackpool, but has been living in the Benahavis area of Spain,

“He appeared at Birmingham Magistrates Court on Monday. He has been remanded in custody and is due to appear at Birmingham Crown Court this coming Monday.”

The drugs seizure was reportedly the largest in Irish history when it was made in November 2008.

Dances With Waves – a 60ft ocean-going yacht – had set sail from Trinidad and was heading for the UK when it got into difficulties in stormy weather.

It was reported 70 bales of cocaine were on the verge of capsizing when Naval officers moved in.

Authorities were forced to board the ship in “horrendous weather conditions” to prevent evidence being lost in the seven-metre swells.

Experts said although the yacht could travel at high speeds, it was not designed for rough weather.

Under armed guard, the crippled yacht was sailed to Castletownbere, west Cork, where plastic-wrapped bales which filled the hull were unloaded and stacked on the quayside.

n Philip Doo, 52, from Brixham, David Mufford, 44, of Torquay, and Christopher Wiggins, 42, with an address in Spain’s Costa del Sol were arrested on the yacht.

They later pleaded guilty to possession of cocaine with intent to supply.

Attacks on Montreal lawyers lead to mistrial in cabbie murder

Violent intimidation tactics targeting Montreal lawyers appear to be working. A judge declared a mistrial Wednesday in the case of a murdered cab driver after the defence counsel suddenly quit. Joseph La Leggia, said to be despondent over the savage beating last Friday of fellow lawyer Gilles Dore, withdrew "for medical and personal reasons," Judge Michael Stober announced in court. La Leggia had himself been badly beaten outside his home last December, the third lawyer so targeted in the past 12 months. The lawyer represented Nigel John, accused of second-degree murder in the Nov. 2009 death of taxi driver Mohammed Nehar-Belaid. The judge discharged the jury when La Leggia's co-counsel said they couldn't continue in La Leggia's absence. "This is an exceptional situation," said Crown prosecutor Helene Di Salvo. "We never expected that to happen in the middle of the trial, but there were no other options." The legal community has been on edge because of the three unsolved attacks. Last Friday lawyer Gilles Dore was beaten into a coma with a baseball bat outside his Montreal home. He represents three bikers facing trial for murder and gangsterism. Last month, the home of business litigation lawyer Thomas Kiriazi was targeted by Molotov cocktails. On Tuesday, someone left a suspicious package at the home of Montreal civil lawyer Bogdan Catanu. But fears were eased when police said the package was not meant as a threat and was simply an empty suitcase that had been dropped off by a bystander.

Son of Mom Boucher back in jail after Joliette charges

Francis Boucher, the son of notorious Hells Angels leader Maurice (Mom) Boucher, is back behind bars after he is alleged to have violated his statutory release on a 10-year prison sentence. The younger Boucher, known by the nickname Le Fils when he was part of a Hells Angels underling gang, was sentenced in 2002 after pleading guilty to charges filed from Operation Springtime 2001, a major police investigation into the biker gang's Nomad chapter in Montreal. Boucher, 36, pleaded guilty to conspiracy to commit murder, drug trafficking and participation in a criminal organization. The charges involved crimes committed during a bloody conflict between the Hells Angels and other organized crime groups in Quebec from 1994 to 2002. Boucher was able to leave a federal penitentiary in 2009, after he reached the twothirds mark of his sentence. The Gazette has learned that he was returned to a penitentiary in Laval this year and is scheduled to have a hearing before the Parole Board of Canada in December. The board is to decide whether to revoke his statutory release officially. His release is believed to have been suspended when Boucher was arrested and charged on Aug. 31 in Joliette with harassment of, and threatening to kill or cause bodily harm to, a woman. According to court records, he has been detained since his arrest by Repentigny police. His next court date in that case is scheduled for Nov. 16. Maurice (Mom) Boucher is serving three life sentences for orchestrating the murders of two prison guards and the attempted murder of another.

At half-past midnight, as Halloween stretched into All Saints Day, a thick crowd of revelers was milling around the corner of Bourbon and St. Louis streets in New Orleans' famed French Quarter when a series of gun shots erupted. On security footage later released by police, the crowd scattered as suddenly as a school of bait fish at the approach of a barracuda.

But for eight in the crowd it wasn't quick enough. Seven were wounded and one, 25-year-old Albert Glover, the target of the attacker, died on the scene.

Just over an hour later and six blocks away, gunfire rang out again. This time Joshua Lewis, 19, and three other teenagers were cut down in a fusillade of 32 bullets fired by a single assailant following a brief altercation. Lewis later died at a local hospital. In all 16 people were shot in New Orleans on Halloween night, a butcher's bill that shook even the jaded citizens of America's deadliest city.

The violence left New Orleans Police Superintendent Ronal Serpas strapped to the hot seat. Appointed by Mayor Mitch Landrieu in May of 2010, Mr. Serpas—the former police chief of Nashville, Tenn.—came into office vowing to stem a tide of violent crime and reform what he called "one of the most dysfunctional police departments in American history." In Mr. Serpas's first 18 months more than 60 officers have been fired or have resigned under investigation, including members of the department's top brass. Overall, nearly 200 officers have left for a variety of reasons.

Over the same period, the city's murder rate has risen. As of this week, 164 homicides have been committed in New Orleans in 2011, on pace to eclipse last year's total of 172. To put that number in perspective, New York City, with more than 20 times the population of New Orleans, had 536 murders last year. If New York had New Orleans's homicide rate, more than 4,000 people would have been murdered there last year, about 11 every day.

In response to public outcry over the bloodshed, Mr. Serpas has offered a plethora of reform ideas. His public statements are peppered with references to his 65-point plan to remake the department, the adoption of crime-interdiction strategies such as Project Safe Neighborhoods, and enhanced community policing efforts to help repair the police department's tattered image.

With his outlines, flow charts and ready recitation of reams of statistics, Mr. Serpas sounds every inch the embodiment of a modern police commander. Early in his tenure such proficiency was a welcome change from the questionable competence of his predecessors. But as the murders have persisted and department morale has sagged, his penchant for data-speak has worn thin on the citizenry.

To be fair, from the outset Mr. Serpas has been somewhat circumspect about his department's ability to reduce homicides. When pressed he is apt to say things like there is no "silver bullet" and he comes close at times to suggesting that the murder epidemic is beyond his power to stem—a point which, whatever its accuracy, does not instill confidence in a traumatized populace.

At a city council hearing following the Halloween shootings, Mr. Serpas was pressed to identify the source of the murder problem. Were more police the solution? Not really, he responded. He's brought in nationally recognized researchers to advise the department on the root of the murder problem, but they didn't have any easy answers: "People who've studied homicide their whole life say 'Why is that number that way?'" he told the council.

In March, the Justice Department (which is negotiating a consent decree regarding court supervision of the New Orleans Police Department) released an analysis of the city's crime problem that did contain some insights. Contrary to popular perception, it found that New Orleans' overall crime rate—including its rate of violent crime—is lower than that of other cities of comparable size. It's even lower than the crime rate in such family-friendly destinations as Orlando, Fla.

But that news comes with a giant caveat: The Big Easy's homicide rate (52 homicides per 100,000 residents) is 10 times higher than the national average and almost five times that of other cities of its size.

Why is the city such a murder outlier? In many jurisdictions, the Justice Department notes, gangs and drugs are principal drivers of the murder rate. Not so in New Orleans, which has comparatively little gang activity or organized violence related to the drug trade. Nor do the killings tend to happen in back alleys or vacant buildings as they often do in other places. More often they occur in residential neighborhoods in close proximity to witnesses. And more often the motivation is not random robbery, but revenge or argument.

In short, the killing in New Orleans is personal. "What appear to be different about homicides in New Orleans are the circumstances of the events," Justice Department investigators noted. "In reading the narratives of the offenses, one is struck by their ordinariness—arguments and disputes that escalate into homicide."

This presents Mr. Serpas and his troops with a different sort of policing challenge. Law enforcement can disrupt gangs and target drug kingpins. But what does it do about a culture in which Glocks have become the preferred tool for settling petty disputes?

The word Mr. Serpas and other officials frequently invoke to describe their approach is "holistic," a term more commonly associated with ashrams and yoga gurus than big city cops. But at bottom, the superintendent insists, the bloodshed in New Orleans isn't going to be solved just by putting more cops on the beat or cracking down on minor violators. After all, Mr. Serpas noted, the Halloween night shooting of eight people on Bourbon Street happened with policemen standing a few feet away from the gunman. "It did not make a difference in this young man's mind."

Changing the mindset of young men who settle beefs with bullets is a tall order for any community. To make an enduring dent in the murder rate, the cops will need to get into the neighborhoods, at a granular level, using street intelligence, diversion programs and targeted sweeps on a sustained level. And even then, breaking the city's crippling culture of violence will take more than a reformed police force can provide.

Hundreds of foreign residents could lose their homes after mortgage scam in Spain

A group of some twenty foreign residents of the Costa del Sol have denounced a fraud under which they could lose their homes. They have formed a platform to denounce a mortgage fraud which had the objective of getting large amounts of money which was then invested in financial havens such as Luxembourg or the Channel Islands. There were foreign victims, mostly all retired, along the entire Spanish coastline and on the islands, from the Costa del Sol to the Costa Blanca, Baleares and Canaries. The scam was headed by foreign banks and foreign financial advisors, nearly all from Denmark, who had been working for some years in Spain, many without the correct authorisation of the National Commission for Market Values. They told the foreigners purchasing property that they had to get a mortgage as otherwise they would be hit with high Spanish taxes. The sales patter for these inverted mortgages claimed that residents’ homes were in danger from the Spanish taxman, claiming Spain would claim between 70 or 80% in succession tax. In effect the scheme invited the foreigners to defraud the Spanish Hacienda tax authorities. The lawyer representing those affected in Málaga, Antonio Flores, from Lawbird in Marbella, said the victims signed up for ‘predatory mortgages’ which offered the possibility of mortgaging their homes for nearly five years at a value above the level of the official appraisal and investing the money outside Spain, mostly in Luxembourg, in order to obtain a profit which covered their costs and gave them an extra payment. Some 800 contracts for the scheme were taken out between 2004 and 2009, and now the foreigners’ platform on the Costa del Sol is appealing to the National Court that those contracts be declared null and void. The total fraud is estimated at 250 million €. The mortgages were signed in Spain, with Spanish notaries and the investment contracts were signed in offices which the financial agents had in Spain, or in some cases in the client’s home. Nearly all those offices are now closed and the financial agents implicated have abandoned Spain. The clients’ money went on the purchase of currency or bank bonds in operations which soon lost money, leaving many of them now facing the possibility of losing their homes.

The Civil Guard have arrested 18 members of a drugs network which had its main base in Bilbao and smuggled cocaine into the country from Colombia for sale on the Canary Islands.

They used drug mules to bring the cocaine into Spain on regular flights to Madrid, who were often made to practice before the trip by swallowing capsules containing a similar volume of flour. Once in Spain, the cocaine was cut at their base in Bilbao and sent on to the island of La Palma for distribution.

The suspects are 14 Colombian citizens, three Spaniards and another from Venezuela. They include six couriers, including two who were arrested in Colombia as they were about to board a flight to Spain and another at Lanzarote Airport. This last was found to be carrying more than one kilo of cocaine inside his body.

Eight addresses were searched as part of the operation, when 11 kilos of cocaine, 6 kilos of cannabis and 1.5 kilos of an adulterating substance were seized.

A self-described drug smuggler who walked away unscathed from two high-profile drug busts in B.C. has landed himself in hot water south of the border.

John Philip Stirling, 60, is in a Florida jail after U.S. authorities allegedly seized 400 kilograms of cocaine from his vessel on Oct. 18.

According to U.S. court documents, Stirling, in an unprompted outburst while being transported to a detention centre, said there was nothing wrong with cocaine trafficking and that the U.S. should mind its own business.

“He further remarked that if Canada didn’t have such high taxes, they could get legitimate jobs,” said the affidavit.

Stirling’s defiant comments did not come as a surprise to retired RCMP Sgt. Pat Convey, who spent years chasing the man.

“That sounds like our man, Mr. Stirling,” said Convey, reached at his Vancouver Island home.

Stirling was a “big, flamboyant, boisterous guy who enjoyed taking chances,” said Convey. “That’s what he was about. He was a drug trafficker. I think he’s been that all his life.”

Stirling — who had admitted to The Province in 2002 that he started smuggling dope when he was 16 — was skippering the Atlantis V when it was spotted on a routine patrol by the U.S. Coast Guard about 400 kilometres north of Colombia on Oct. 17.

When inspectors boarded the ship, they allegedly found 358 packages of drugs — mostly cocaine, but also some heroin and methamphetamines.

Stirling and his crew — fellow Canadians Thomas Arthur Henderson and Randy Wilfred Theriault, Colombian Jose Manuel Calvo Herrera and Italian Luigi Barbaro — were arrested and charged.

According to Barbaro’s statement, the ship departed from Santa Marta, Colombia, and was headed to Australia.

Stirling, who was sentenced to five years in jail in the 1980s on cocaine-related charges, had been arrested twice before in similar circumstances.

In a highly publicized case, Stirling was caught by U.S. authorities off Washington’s Cape Alava in 2001 with 2½ tonnes of cocaine, worth more than $250 million, aboard the Western Wind.

He was turned over to the Canadians. Later, he claimed he was an RCMP informant and that he was transporting the cocaine for the Hells Angels. No charges were laid.

Stirling was again arrested in 2006 after authorities found 155 bales of marijuana aboard a vessel near Vancouver Island. The charges were stayed.

Convey believes Stirling might finally get the reckoning he has eluded in Canada.

“The Americans play a different game from us, and quite frankly, our system leaves a hell of a lot to be desired,” he said.

“If they proceed with the case and they got him with the many hundred kilos [of cocaine], he’s going in for a long time.”

Belizean Bloods have been charged with drug trafficking and passport fraud

The recent arrests of three alleged drug gang leaders from Mexico and the shooting of a sheriff's deputy in South Texas are raising fears among some Lone Star State officials that the brutal drug wars plaguing Mexico are taking hold north of the Rio Grande. On Sunday, Deputy Hugo Rodriguez of Hidalgo County in the southern tip of Texas was shot several times when he pulled over a vehicle containing a person kidnapped by members of Mexico's Gulf Cartel, County Sheriff Lupe Trevino said. Rodriguez's bulletproof vest saved his life, Trevino said. "I have always said we have never reported spillover violence, but I have to say that this particular incident is our first example," Trevino said. Trevino said cartel leaders told members to enter the United States to search for marijuana stolen from the cartel. The Mexican gang used members of a Texas-based street gang, mostly illegal immigrants, to seek out the drugs, Trevino said. And three alleged high-ranking leaders of the Gulf Cartel have been arrested in Texas in the past two weeks after seeking refuge in the United States in the aftermath of internal gang warfare, according to federal court documents released this week. "Amazingly, these individuals are using Texas as a safe haven to protect themselves from the very violence that they have created," U.S. Senator John Cornyn, a Republican from Texas, told reporters this week. The internal warfare was sparked by the September murder in Mexico of Samuel Flores Borrego, a top Gulf Cartel leader, according to the court documents. His death has led to a power struggle between two factions of the Gulf Cartel. DRUG ARREST Rafael Cardenas Vela, 38, the nephew of a co-founder of the Gulf Cartel, was arrested October 21 in Port Isabel, Texas, according to U.S. Immigration and Customs Enforcement. He is charged with conspiracy to possess and distribute drugs and using a fraudulent passport. Two other Gulf Cartel members, Eudoxio Ramos Garcia and Jose Luis Zuniga Hernandez, have been arrested in Texas in the past week, according to ICE. All three arrests are related to the split in the Gulf Cartel, said Scott Stewart, vice president of tactical intelligence for the Austin-based private intelligence firm STRATFOR. "The friction between two parts of the Gulf Cartel has been brewing for the past couple of months, and now it appears it is breaking out into all out war," Stewart told Reuters on Thursday. "It is quite possible that the information that led to Cardenas' arrest was actually leaked to U.S. authorities by his rivals in the cartel." Texas Attorney General Greg Abbott on Wednesday wrote in a letter to President Barack Obama that the three arrests and the shooting of the deputy show that the administration is failing to secure the border. It was the second time in less than a year that an extremely young male has been detained as a purported drug gang killer in Mexico. Last November, soldiers arrested a 14-year-old U.S. citizen who confessed to killing four people whose beheaded bodies were found hanging from a bridge. Comments Weigh InCorrections? Mexican officials say the involvement of youths in such crimes reflects the difficulty drug cartels are having in recruiting adults, but it also raise fears that Mexico’s drug violence may have accustomed young people to extreme levels of violence. The boy was turned over to a youthful offender facility to face homicide charges. Because of his age, he cannot be identified or tried as an adult. In most parts of Mexico, youths are tried and sentenced in juvenile courts, but cannot be held after they turn 18. Last year’s case involved a 14-year-old U.S. citizen, who was identified by his family as Edgar Jimenez Lugo, known as “El Ponchis.” He was sentenced in July to three years in prison for homicide, kidnapping and drug and weapons possession. It was the maximum sentenced allowed for a minor. Authorities say the teenager confessed to working for the South Pacific cartel, which is allegedly led by Hector Beltran Leyva.

Man dead after N. Portland gang shooting

A man who suffered life-threatening injuries in a gang-related shooting in North Portland Friday night died early Monday morning. An autopsy was planned for Monday for Deandre Clark, 25, according to Lt. Robert King. Police responded just after 10 p.m. to a shots fired call near N Haight Avenue and N Emerson Street, according to King. Officers arrived to find a group gathered in the street around a man who had been shot. Medical crews arrived and took Clark to a nearby hospital with life-threatening injuries. Police set up a perimeter around the scene and called in a K-9 unit to assist with the search, but did not find any suspects.

As police try to find the suspect whoseFriday afternoon shooting from a Brooklyn rooftop left a woman dead and another woman and an 11-year-old girl injured, the slain woman's family remains bereft. Zurana Horton, 34, was killed when picking up a child from P.S. 298 in Brownsville, at Pitkin Avenue and Watkins Street, and apparently died trying to shield other youngsters. One of Horton's children told the Post that she actually walked by the crime scene, not realizing her mother was the victim, "I was wondering where my mother was. I found out later [the body] was my mother. My little sister [Alexis] said, ‘Mommy died. She got shot.’"

According to the Post, the violence is due to a feud "stemmed from an ongoing beef between two warring factions, the Hoodstars and the Waves. Members of both gangs told The Post that they consider themselves the modern-day Bloods and Crips -- and sources say their violent feud has been raging for several years." Apparently residents are too afraid to call 911 and say the violence is worse at night, when the gangster "do not hesitate" to shoot.

While neighbors said that Horton, who had 13 living children (a 14th died of pneumonia a few years ago), was pregnant, but the ME's office said that she was not. Still, the tragedy is huge, as her children will be split up between Horton's mother and her ex-boyfriend, Oniel Vaughn, the father of eight of the children,who told the Daily News, "She gave her life for those kids, and she would have done it all again because that's just the kind of person she was. She was worried about the violence. She said she wanted to move and buy a house for her kids. Those kids were her life." He added, "I didn't tell the younger kids yet. The older ones know. They're devastated."

POLICE have smashed an alleged black market gun supply ring operating out of a tiny suburban tobacco shop. Middle Eastern Organised Crime Squad detectives arrested the alleged leaders of the syndicate last week after a covert buy-up of the weapons and ammunition. The men allegedly used a Lakemba tobacconist shop, King of the Pack, as a front. Detectives are testing three firearms that the police bought to see if they had been used in any crimes, documents tendered in court reveal. George Boulos, 27, and Said Rawdah, 36, charged with numerous offences relating to possessing and supplying illegal firearms, were refused bail in court on Friday. Tobacconist Ayman Said, 50, charged with similar offences, was also refused bail. Instead of an undercover detective, police from Strike Force Snaidero enlisted a "registered source" who was given pre-counted "buy money" to purchase weapons. The court heard that on July 18 the registered police source, known only by a code name, went to the tobacconist and asked the owner, Ayman Said, if he could buy a gun. They negotiated a price of $5000, with Said allegedly telling the buyer the next step would be introducing him to a dealer. The following Monday, police say their source was introduced to Rawdah - the alleged dealer - who handed over a Smith and Wesson .38 revolver for $5000. Police later found it had been in circulation for more than 13 years. It was reported stolen from a break and enter on January 31, 1998. On August 20, the informant went back to the tobacco shop and, after asking for more guns, was introduced to Boulos, of Padstow, who told the informant he had access to plenty more weapons, including military-grade firearms, the court heard. "Those firearms were a 9mm pistol, a .22 calibre pistol, an AK-47 machinegun and numerous SKS assault rifles," police facts state. "Twelve days later, the pair met at Lakemba railway carpark, where for $13,000 the police source allegedly received a .22mm Jennings pistol, a 7.62mm pistol and ammunition. The buyer viewed the guns in a white van which was driven by an unknown man who was summoned with a phone call from Boulos, Burwood Local Court heard. Last Thursday, police arrested the trio at various locations. All three will reappear in court in December.

Florida a top source of guns linked to crimes in other states

"There's a lot of stolen guns out there." In fact, South Florida last year had the most reported stolen guns in the state. That's 2,310 guns reported stolen in Broward, Palm Beach and Miami-Dade counties, according to state records. The number does not include guns reported stolen and then recovered. Typical was the recent arrest of two suspects in Boca Raton, accused of taking $3,750 worth of hunting guns in the burglary of a home in Jupiter. The owner of the guns told police he kept them in a gun safe that was broken into. Richard Sasso, 23, and a 17-year-old boy were arrested in connection with the September burglary. The Sun Sentinel is not naming the juvenile because of his age. He told police they traded the guns for marijuana. It's unclear where the guns ended up. Stolen guns often are sold to criminals, who may end up crossing state lines, experts said. Florida guns also end up in the wrong hands in other states when people come to Florida because gun laws here are more relaxed, Aiken said. Unlike New York, for example, Florida does not require gun buyers to get a permit and allows people convicted of violent misdemeanors to own a gun. Florida also prohibits municipalities from enacting their own gun-control measures. New York is where most of Florida's crime guns — 358 — ended up last year. Not all guns used in crimes are traced through ATF, and not all guns traced are directly used in crimes. They could be guns found at a crime scene or in the possession of a suspected criminal. Marion Hammer, spokeswoman for the National Rifle Association in Florida, said Florida's laws have nothing to do with guns turning up in out-of-state crimes. Many state laws regulate who can sell a gun and to whom a gun can be sold, she said. "If anything, it's lax law enforcement," Hammer said. "I don't know if it's ATF or [the Florida Department of Law Enforcement] or who isn't enforcing it." In December 2009, Washington, D.C., police and FBI agents arrested dozens of alleged gun traffickers and seized 123 guns in an undercover sting, according to The Washington Post. Authorities posed as gun traffickers interested in buying illegal guns to sell to Mexican cartels. In the end, 44 people were arrested in the sting, and the trafficked weapons were traced to Florida, Tennessee, North Carolina and Kentucky. Federal authorities blamed the out-of-state guns for much of the violent crime in the capital. Gary Kleck, professor of criminology and criminal justice at Florida State University, said large-scale, interstate gun trafficking is rare, and often overblown by politicians who want to blame crime on outside factors. Rarely do criminals travel to Florida because they think it's easier to buy guns down South, he said. "This is not about gun trafficking. It's interstate migration," said Kleck, who has interviewed convicted felons and studied the movement of crime guns across state lines. And the fallen dictatorship's former foreign minister, Musa Kusa - who was released by the British authorities six months ago after he defected to the UK in March - is facing fresh allegations that he was directly involved in the beating of political prisoners.

The footage - obtained by the BBC's Panorama programme - was reportedly shot at the notorious Abu Salim prison in Tripoli. It shows crouching inmates, blindfolded and wearing blue uniforms, being repeatedly whipped and kicked by interrogators.

The Boeing 747 jumbo jet was en route from London to New York when it exploded over the Dumfriesshire town, killing 243 passengers, 16 crew and 11 residents.

There have also been calls for Kusa to be quizzed in relation to the murder of PC Yvonne Fletcher, who was shot during a protest outside London's Libyan Embassy in 1984.

Kusa made a high-profile defection to Britain in March and was interviewed by police and Scottish prosecutors investigating the Lockerbie attack.

But within weeks he was allowed to leave the UK following an EU decision to lift sanctions against him, meaning he no longer faces travel restrictions or an asset freeze.

You can read the document online here. The document paints a gloomy picture for both the U.S. and Mexico. The Assessment's Executive Summary begins: "The illicit trafficking and abuse of drugs present a challenging, dynamic threat to the United States. Overall demand is rising, largely supplied by illicit drugs smuggled to U.S. markets by major transnational criminal organizations (TCOs). Changing conditions continue to alter patterns in drug production, trafficking, and abuse. Traffickers are responding to government counterdrug efforts by modifying their interrelationships, altering drug production levels, and adjusting their trafficking routes and methods. Major Mexican-based TCOs continue to solidify their dominance over the wholesale illicit drug trade as they control the movement of most of the foreign-produced drug supply across the U.S. Southwest Border. "The estimated economic cost of illicit drug use to society for 2007 was more than $193 billion...." One of the contributing factors is the high demand for drugs in the United States. This high demand finances the drug cartels, allowing them to spend more and expand their operations. According to the 2011 Assessment, that demand is growing. The document reports that "The abuse of several major illicit drugs, including heroin, marijuana, and methamphetamine, appears to be increasing, especially among the young." Elsewhere it says that "Overall drug availability is increasing." One exception to this tendency is cocaine - its availability and use are down. The document states that "The Southwest Border remains the primary gateway for moving illicit drugs into the United States. Most illicit drugs available in the United States are smuggled overland across the Southwest Border...." The Southwest Border is comprised of the southern borders of California, Arizona, New Mexico and Texas with Mexico. Then there is the tunneling: "Despite enhanced detection efforts and better countermeasures, Mexican drug traffickers will continue to build tunnels under the Southwest Border." In the U.S., Mexican cartels have cornered the market. The 2011 Assessment states that "Mexican-based TCOs [transnational crime organizations] dominate the supply, trafficking, and wholesale distribution of most illicit drugs in the United States." Elsewhere, it predicts that "Major Mexican-based TCOs and their associates are solidifying their dominance of the U.S. wholesale drug trade and will maintain their reign for the foreseeable future." The Mexican cartels are active in many urban areas. The Assessment calculates that "Mexican-based TCOs were operating in more than a thousand U.S. cities during 2009 and 2010...." And, "Mexican-based trafficking organizations control access to the U.S.-Mexico border, the primary gateway for moving the bulk of illicit drugs into the United States. The organizations control, simultaneously use, or are competing for control of various smuggling corridors that they use to regulate drug flow across the border. The value they attach to controlling border access is demonstrated by the ferocity with which several rival TCOs are fighting over control of key corridors, or ‘plazas.'" The document says that seven major Mexican drug cartels are supplying the United States, but that "... the Sinaloa Cartel is preeminent - its members traffic all major illicit drugs of abuse, and its extensive distribution network supplies drugs to all regions of the United States." U.S.-based gangs are involved in the distribution north of the border: "The threat posed by gang involvement in drug trafficking is increasing, particularly in the Southwest Region. With gangs already the dominant retail drug suppliers in major and midsized cities, some gang members are solidifying their ties to Mexican TCOs to bolster their involvement in wholesale smuggling, internal distribution, and control of the retail trade." The Assessment reports that "Criminal gangs - that is street, prison, and outlaw motorcycle gangs - remain in control of most of the retail distribution of drugs throughout much of the United States, particularly in major and midsize cities." The document predicts that "Collaboration between U.S. gangs and Mexican-based TCOs will continue to increase, facilitating wholesale drug trafficking into and within the United States. Most collaboration occurs in cities along the U.S.-Mexico border, although some occurs in other regions of the country. Some U.S.-based gangs in the Southwest Border region also operate in Mexico, facilitating the smuggling of illicit drugs across the border." The 2011 Assessment paints a gloomy picture of the drug trafficking situation, drug cartels, and the safety and security of both the U.S. and Mexico.

Michael Campbell, 36, has been in and out of jail since the mid-nineties but as his 2008 mugshot shows, he still has found time to get his entire face etched in ink - including a pentagram emblazoned on the centre of his forehead.

The before photo was snapped following an arrest in 2003 for theft in Jefferson County, Colorado and shows Campbell sporting three facial tattoos, including Pit bull dog in the centre of his neck.

Five years later, following a second arrest in Jefferson County, he appears as a completely different looking man - with a mosaic of demonic markings on his face.

A pentagram etched on his forehead, and the markings of a skeleton on his nose are frightening additions, along with the surprisingly whimsical addition of a polka dot bow tie tattooed in the centre of his neck.

Campbell, a Colorado native, has been in and out of jail for over a decade. In 1995, at age 20, he was convicted for the attempted sexual assault of a 14-year-old girl.

Most recently he was arrested for going within 500ft of a playground or public pool. Campbell was booked on Sunday and later released.

According to the Missouri sex offender registry, Campbell also has tattoos on his back, left and right arms, chest and abdomen.

But he is not alone in the competition of scariest mugshots.

Caius Veiovis, 31, has undergone extensive implants to create horns on his head and had the number of the devil - 666 - tattooed on his forehead.

Veiovis' terrifying mugshot was released last month when he was arrested as part of a gang who are said to have kidnapped and murdered three Hells Angels. The horn-headed Satan-worshipper is said to have drank the blood of one of his victims.

And in June, the mugshot of 26-year-old Randon Reid, arrested in Phoenix, Arizona, showed a man with manic eyes and a scary gurning smile taken into custody after shots were fired at a grounded plane parked at Deer Valley Airport.

Yancey County authorities are calling it one of their biggest prescription drug arrests this summer. A man they suspect as one of the top dealers in the area was taken into custody Wednesday afternoon. Authorities arrested 24-year-old Christopher Elliott at his home on Satin Wood Drive in Burnsville. Law enforcement believe Christopher and his older brother, James, traveled to South Carolina to get Oxycodone pills and then returned to the area to sell them. They tell us the brothers have nearly a hundred clients. Christopher Elliot's arrest was part of "Operation Slinger." The round up effort was launched back in June. The Burnsville police department teamed up with the Yancey County Sheriff'f office to get prescription drugs of the streets. So far, 40 dealers have been arrested or charged in the operation.

WASHINGTON, D.C. — A new FBI report released today shows that there is a drug arrest every 19 seconds in the U.S. A group of police and judges who have been campaigning to legalize and regulate drugs pointed to the figures showing more than 1.6 million drug arrests in 2010 as evidence that the “war on drugs” is a failure that can never be won.
“Since the declaration of the ‘war on drugs’ 40 years ago we’ve arrested tens of millions of people in an effort to reduce drug use. The fact that cops had to spend time arresting another 1.6 million of our fellow citizens last year shows that it simply hasn’t worked. In the current economy we simply cannot afford to keep arresting three people every minute in the failed ‘war on drugs,’” said Neill Franklin, a retired Baltimore narcotics cop who now heads the group Law Enforcement Against Prohibition (LEAP). “If we legalized and taxed drugs, we could not only create new revenue in addition to the money we’d save from ending the cruel policy of arresting users, but we’d make society safer by bankrupting the cartels and gangs who control the currently illegal marketplace.”
Today’s FBI report, which can be found athttp://www.fbi.gov/about-us/cjis/ucr/crime-in-the-u.s/2010/crime-in-the-u.s.-2010, shows that 81.9 percent of all drug arrests in 2010 were for possession only, and 45.8 percent of all drug arrests were for possession of marijuana.
A separate Department of Justice report released last month shows that Mexican drug cartels are currently operating in more than 1,000 U.S. cities, whereas two years ago they were in 230 U.S. cities. Meanwhile, a new U.S. Department of Health and Human Services report released earlier this month shows that nearly one in 10 Americans admit to regularly using illegal drugs.

Sadly, arrests are not a sign of success but a sign of a cycle of waste and idiocy that has our country locked in a downward spiral of drug abuse and violence.

The unmitigated failure of The War on Drugs is on display every day in a multitude of ways. This report is yet another example of the government highlighting their massive failure.

The Collingwood Road resident is one of 37 people caught in the Boombox music store sting by Enfield Police, to catch gangsters trading guns, ammunition, weapons, and drugs. Detective Chief Inspector Paul Harwood, who ran the major undercover operation – codenamed Peyzac – said: “It is believed that James Jones had converted many more firearms than actually recovered. “He specialised in Olympic 38 starting pistols, which he converted to live firing firearms. This particular make of starting pistol is now illegal to possess in the UK.” Boombox, in Fore Street, was wired with hidden cameras and listening devices, and operated for more than a year with a functioning shop at the front and a backroom for criminals to trade in. Loaded guns, thousands of pounds of drugs, and ammunition were all brought into the shop, and sold to police. Among those jailed at Wood Green Crown Court in the Boombox case, Damien McGowan, 33, of Collingwood Road, Tottenham, received a ten-year prison term for conspiracy to supply nine firearms and ammunition. Kasheef Hardy, 25, of Mount View Court, Green Lanes, was also jailed for ten years for leading a group who sold a gun and ammunition to police in January last year. Two drug traffickers were killed and 22,200 methamphetamine pills seized late on Sunday night in a clash with a combined force of police and para-military rangers of the Pha Muang Force in Thoeng district of Chiang Rai province, police said. Pol Maj-Gen Songtham Alapach, the Chiang Rai police chief, said the combined police-ranger force laid in wait near Rom Pho Thong village in tambon Tap Tao of Thoeng district between kilometre markers 56-57 on the road to Phu Chi Fa mountain near the Thai-Lao border after learning that a drug gang would transport speed pills across the border from Laos. Late in the night, the combined force spotted five men carrying backpacks and AK47 rifles walking down from the mountain and ordered them to stop for a search. The smugglers opened fire and a 10 minute gunfight followed. After the clash, the police and rangers examined the area and found the bodies of two men who were killed in the fight. One of them was identified as Laopho sae Wang, 50, a villager of Rom Pho Thong village, and the other was an unidentified Hmong from neighbouring Laos. The three other smugglers fled back across the border. A backpack containing 22,200 methamphetamine pills and a 9mm pistol were also found at the scene.

A huge stash of the class A drug was found, along with cash and Rolex watches, when officers raided two homes in Gateshead after residents complained the pushers were making life a misery for the community.

But now two men responsible for storing the drugs at the houses on Moorcroft Gardens in Lobley Hill have been jailed.

George Kelly, 39, will spend two-and-a-half years inside, while Brian Hall, 50, was given a sentence of three years and six months.

Their accomplice, Julie Coyne, 39, was given a six-month community order and ordered to carry out 100 hours of unpaid work.

All three were convicted of conspiracy to supply cocaine.

Police raided the homes in November 2009 after receiving a tip-off from the surrounding community, while carrying out Operation WAYS, an initiative where police surveyed the community about the issues that concern them.

The trio were arrested in the raids.

The sentences passed at Newcastle Crown Court have been welcomed by police.

Temporary Chief Insp Jamie Pitt, of Gateshead area command, said: “The sentences handed out at crown court send a clear message to illegal drug suppliers that anyone plying their trade will be caught and prosecuted.”

At the time of the raids, families living nearby told of their concerns that drug dealing was going on on their doorstep, and of their relief the trouble had been tackled.

Grandfather-of-two John Brewis lives close to one of the homes targeted in the raid.

The retired building machine operator said: “What should have been done has been done. I’m pleased they’ve cleared them out.

“I’m shocked at the amount of drugs they’ve found in the street.

“I’ve always wondered if there was something dodgy going on round there, but I never thought it would be anything like that.

“I’m glad it’s off the streets. It’s generally a very nice quiet area.”

Twenty-eight suspected cocaine and heroin dealers from Brockton, Abington, Bridgewater and Raynham were arrested Wednesday morning in a police roundup dubbed “Operation Street Sweeper II.”
    The arrests, by Brockton and state police working with the district attorney’s office, followed a three-month investigation in which undercover police officers bought drugs from mid- and low-level street dealers.
   Those arrested came from Brockton, Bridgewater, Abington and Raynham and included at least eight women. Three of the 28 arrested were homeless, and one was already a prisoner in the Plymouth County House of Correction.
    Authorities used a warrant to search at house at 459 Groveland St. in Abington and charged Christopher E. Dunn, 45, with unlawful distribution of cocaine. Police said crack cocaine and drug paraphernalia and packaging were seized in the search.

    The operation was conducted by 120 officers from the Brockton police narcotics and gang units, state police and the state police gang unit, the district attorney’s office, FBI and the Bureau of Alcohol, Tobacco and Firearms.
   Two suspects were arrested before Wednesday. The district attorney’s office said additional suspects are being sought.
    In January, 25 suspected dealers of cocaine and crack cocaine were rounded up in a similar sweep dubbed “Operation Street Sweeper.” In November, federal authorities joined in the round up of 25 people in six communities, including Brockton, all suspected of being top heroin dealers.

DEA announced Tuesday the arrests of Midland-Odessa area members and one associate member of the El Paso-based Barrio Azteca criminal organization on federal drug charges.
The charges stem from a 18-month-long investigation into the organization's alleged racketeering activities including extortion, drug distribution, aggravated assault, aggravated robbery and the attempted murder of a Midland resident in October 2009.

Barrio Azteca members Frederico Duran, Jr., 27; Miguel Nieto, 31; and associate member Venessa Rico Flores, 29, were arrested Tuesday.
Santos Almanza, 32; Benito Gonzalez, 46; Stephen Marcos Corona, 34; Carlos Hernandez, 40; and Juan Cortez, 32, already were in custody and also are named as co-defendants in the indictment.
A three-count federal grand jury indictment, returned on June 22 and unsealed Tuesday, charges the nine defendants with one count of conspiracy to possess with intent to distribute more than five kilograms of cocaine as well as marijuana. The indictment also charges Almanza, Flores, Nieto and Hernandez with one count of violating the Racketeering Influenced and Corrupt Organization statute and one count of conspiracy to violate the RICO statute.
The indictment alleges that since January 2006, the defendants have conspired to carry out the mission of the BA criminal organization through a pattern of smuggling and distributing cocaine and marijuana, robbery, extortion, as well as violence and intimidation in and around the Midland-Odessa area.
The indictment states that defendants Duran, Morales and Almanza were the leaders of the Midland-Odessa Barrio Azteca enterprise who directed other members in carrying out the mission of the organization. Among the various overt acts charged, the indictment specifically alleges that Almanza unlawfully and knowingly attempted to murder a Midland resident on or about Oct. 20, 2009. The indictment also alleges that defendants Almanza, Flores, Nieto and Hernandez each agreed to commit at least two acts of racketeering activity while conducting the affairs of the criminal organization.
"Citizens of the Midland-Odessa area should be able to live without fear and intimidation by violent street gangs," said Joseph M. Arabit, special agent in charge of the Drug Enforcement Administration-El Paso Division. "The results of this investigation send a strong message to those who would threaten the safety of our communities that we will use all tools available to us, including drug and racketeering laws, to put an end to their illegal activities."
If convicted, each defendant could face up to life in federal prison.

On Wednesday a man was pulled over in nearby Coburg after he threatened two people with a fake gun in a road rage incident.
Assistant Commissioner Graham Ashton says they are investigating whether the man is linked to the recent violence.
"The firearm was an imitation one, It was used in an incident earlier this morning where he threatened two other civilians and he's been charged with making threats to kill, threats to inflict serious injury and assault charges," he said.
Police say they do not expect to make any immediate arrests over the recent shootings.
Assistant Commissioner Ashton says the two families believed to be at the centre of the violence are not cooperating.
"We are not tolerant in any way to this sort of behaviour, and the sort of people that are out there conducting themselves in this way need to get the continued strong message from Victoria

Police that it is not being tolerated," he said.
The head of one of the families who was the target of an attack accused police not doing enough to protect his family.
Assistant Commissioner Ashton says Santiago Taskforce, which investigates crime gangs of Middle Eastern origin, is now involved.
"Santiago, at the moment, is focussing on the families, is focusing on the investigation," he said.
"It's painstaking work, because you need evidence to act in relation to these things.
"We've got to make sure the evidence Santiago gets holds up in court, and so solid arrests can be made, and so that work's ongoing."
Victorian Premier Ted Baillieu says he is confident police are making progress.

A 43-year-old man was arrested at his home in Wales on suspicion of possessing an explosive substance. The development came after the arrest of the 40-year-old woman, who works as a dog handler, on Wednesday. She has been bailed until later this month.

Both are believed to be employees of security firm G4S, which has been guarding the Olympic Park site in Stratford since 2008.

The arrests are hugely embarrassing for London 2012 organisers Locog, who this week welcomed inspectors from the International Olympic Committee for the official completion of the stadium.

It also comes amid a bitter public row over profits between Locog and the British Olympic Association, and Tottenham ponder launching a legal battle over the controversial decision to award the Olympic Stadium to West Ham.

Police are not thought to suspect any terrorist motives, while G4S said its dog handlers were licensed to hold small amounts of explosives for training purposes.

G4S added in a statement: “Our canine services teams are highly effective because the dogs are able to train regularly using ‘live’ aids. G4S take breaches of operational processes very seriously and are assisting the police with their inquiries.”

A pupil aged around 16 suffered an injury to his hand, believed to have happened as he tackled the attack suspect.

Students have told parents that the girl’s injury was to her neck and that teachers were among those who sat on the suspect to detain him.

The school was closed while police carried out an investigation into the attack today.

Teenagers at Ridgewood High School, Wollaston, Stourbridge, watched in horror as the attack happened in Park Road West, Wollaston, on the hill leading up to the school, at around 8.40am.

Chloe was taken by the West Midlands Air Ambulance helicopter to Birmingham Children’s Hospital with serious injuries.

Police said an 18-year-old man was arrested. They also said the man suspected of attacking Chloe was thought to be known to her.

When pupils arrived at school they were told to stay in their forms and that the incident was “under control”.

Parents were later sent text messages to say the school was closing and parents collecting their children were asked to arrive at the other school entrance in nearby Dunsley Road to allow police to continue their investigation in Park Road West.

Chief Inspector Mark Bramwell, from Dudley Police, said: “We are in the very early stages of this inquiry. However we do believe this to be an isolated incident and wish to reassure other pupils and parents that there is not any known risk to any other individuals.

“Local officers and detectives were at the scene today to speak to those with concerns. A man is in police custody and will be questioned in due course.”
